Welcome to Congressman Lou Correa’s federal grant newsletter! This monthly newsletter will include a list of recent federal funding awards, federal funding opportunities, and resources related to federal funding that can help you or your organization better uplift our community. HIGHLIGHTED FEDERAL FUNDING AWARDS TO OUR DISTRICT 

  • California State University - Fullerton received funding from the U.S. Department of Education under the Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP). This grant will be in the amount of $618,400. The funding is designed to increase the number of low-income students who are prepared to enter and succeed in postsecondary education.
  • The U.S. Department of Health and Human Services awarded funding to Southland Integrated Services, Inc. in the amount of $1,000,000. The funding will be used to treat Orange County adults and children with mental health conditions and substance use disorders. 
  • Orange County Housing Authority and the City of Anaheim Housing Authority received funding from the U.S. Department of Housing and Urban Development and the U.S. Department of Veterans Affairs for HUD-Veterans Affairs Supportive Housing vouchers. This award will help unhoused Veterans and their families find and sustain permanent housing. Orange County Housing Authority received $168,348 and the City of Anaheim Housing Authority received $155,461
  • The City of Anaheim Fire Department received a $72,408 federal grant from the Federal Emergency Management Agency (FEMA) under the Assistance to Firefighters Grant Program. This program provides funding to meet the firefighting and emergency response needs of fire departments and non-affiliated emergency medical service organizations. 
  • Many organizations in the 46th Congressional District received funding from the U.S. Department of Health and Human Service Bridge Access Program. Serve the People, Inc. received $39,200, Central City Community Health Center received $62,098, and Korean Community Services received $12,093. The program provides no-cost COVID-19 vaccines to adults without health insurance and adults whose insurance does not cover all COVID-19 vaccine costs. 
  • Community Legal Aid SoCal received an award of $750,000 from the U.S. Department of Justice Legal Assistance for Victims Grant Program. The grant will allow Community Legal Aid SoCal to provide legal services and to improve effective coordination of justice systems impacting survivors of sexual assault, domestic violence, dating violence and stalking.

U.S. Department of Agriculture

Community Food Projects Competitive Grant Program

  • Application deadline: October 30, 2023
  • Eligible entities in District: public food program service provider or a private nonprofit entity.
  • The Community Food Projects Competitive Grant Program (CFPCGP) is intended to bring together stakeholders from distinct parts of the food system and to foster understanding of national food security trends and how they might improve local food systems. 

Centers for Disease Control

Drug-Free Communities (DFC) Support Program

  • This is a forecasted opportunity.
  • Estimated application deadline: April 11, 2024 at 11:59 pm ET
  • Eligible entities in District: city or township governments, county governments, nonprofits having a 501(c)(3) status with the IRS, private institutions of higher education, for profit organizations, public and state controlled institutions of higher education, nonprofits that do not have 501(c)(3) status, and independent school districts.
  • The purpose of the program is to establish and strengthen collaboration to support the efforts of community coalitions working to prevent youth substance use.

U.S. Environmental Protection Agency

Environmental Education Local Grants Program

  • Application deadline: November 8, 2023
  • Eligible entities in District
  • The Environmental Education Grant Program is seeking applications for projects promoting environmental stewardship and responsible decision-making. The program provides financial support for projects that design, demonstrate, and disseminate environmental education practices, increasing public awareness about local environmental issues and equipping participants with the necessary skills.

U.S Department of Housing and Urban Development

Healthy Homes and Weatherization Cooperation 

  • Application deadline: October 31, 2023
  • Eligible entities: nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education State governments County governments Special district governments City or township governments
  • The NOFO aims to fund Healthy Homes and Weatherization Cooperation Demonstration grants in up to five communities that provide housing interventions in lower-income households. The goal is to determine if coordination between HUD's Healthy Homes Production program and DOE's Weatherization Assistance Program results in cost-effectiveness and improved safety and quality of homes. The objectives include demonstrating effective strategies for coordination, reducing WAP deferrals, demonstrating sustainable models of inter-program cooperation, financing coordinated healthy homes/weatherization interventions, and supporting data collection for evaluating interventions.

Capacity Building for Community Development and Affordable Housing

  • Application deadline: November 13, 2023
  • Eligible entities: Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
  • The Section 4 Capacity Building program, funded by national intermediaries, aims to improve the capacity of community development corporations (CDCs) and community housing development organizations (CHDOs) to carry out affordable housing and community development activities for low- and moderate-income families and persons. The program provides training, education, support, and advice to enhance the technical and administrative capabilities of CDCs and CHDOs. It also includes providing financial assistance through grants, loans, predevelopment assistance, or other means to increase their capacity to carry out community development and affordable housing activities. The program's activities are determined by grantees in consultation with the Secretary or their designee.

U.S Department of Justice

National Institute of Justice

  • Application deadline: December 04, 2023
  • Eligible entities: Small businesses Public and State controlled institutions of higher education Independent school districts Native American tribal organizations (other than Federally recognized tribal governments) Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education For profit organizations other than small businesses Unrestricted (i.e., open to any type of entity above), subject to any clarification in text field entitled "Additional Information on Eligibility" Native American tribal governments (Federally recognized) Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education Private institutions of higher education
  • The National Institute of Justice (NIJ) is seeking proposals for funding the Center to Enhance Research Capacity (CERC) at Minority Serving Institutions (MSIs). The NIJ is committed to promoting civil rights, racial equity, and increasing access to justice. Applications for partnerships should include a letter of support from each proposed partner, acknowledging that de-identified data will be archived with the National Archive of Criminal Justice Data. If selected, grantees must have a formal agreement with partnering agencies by January 1, 2024, including provisions for data archiving requirements. If partnerships involve federal award funds, only one entity/partnering agency can be the applicant, and others must be proposed as subrecipients. The applicant is expected to conduct a majority of the proposed work.

National Endowment for the Arts

Translation Projects

  • Application deadline: January 18, 2024
  • Eligible entities in District: individual translators.
  • The National Endowment for the Arts supports projects for the translation of specific works of prose, poetry, or drama from other languages in English. The work to be translated should be of interest for its literary excellence and merit. 

National Endowment for the Humanities 

Humanities Connections 

  • Estimated application deadline: September 05, 2024
  • Eligible entities: Private institutions of higher education Public and State controlled institutions of higher education
  • This program seeks to expand the role of the humanities in undergraduate education at two- and four-year institutions by encouraging partnerships between humanities faculty and their counterparts in other areas of study.

BIPARTISAN INFRASTRUCTURE LAW (BIL) FUNDING OPPORTUNITIES 

U.S. Department of Transportation

Thriving Communities Program

  • Letter of intent deadline: November 15, 2023 by 4:59 pm ET
  • Eligible entities in District: local governments, metropolitan planning organizations, transit agencies, other political subdivisions of state or local governments
  • The Biden-Harris Administration launched this program to prepare local and state governments to better access historic levels of federal funding for projects in their communities. The program provides intensive technical assistance to under-resources and disadvantaged communities to help them identify, develop, and deliver transportation and community revitalization opportunities. Those communities receive in-kind support from Capacity Builders funded through the TCP to prepare grant application materials and undertake pre-development and project delivery activities including deploying innovative community engagement, workforce development, and clean technology strategies. There is no cost for communities to receive support through the program.

U.S. Department of Energy

BIL Consumer Electronics Battery Recycling, Reprocessing, and Battery Collection

  • Application deadline: November 29, 2023
  • Eligible entities in District: institutions of higher education, nonprofit organization, an industrial entity, a manufacturing entity, a private battery-collection entity.
  • Awards under this funding opportunity will be funded, in whole or in part, with funds appropriated by the Infrastructure Investment and Jobs Act, commonly known as the Bipartisan Infrastructure Law (BIL). This opportunity is targeted solely at consumer electronics battery recycling, specifically developing recycling program for these batteries that can help immediately support a domestic battery supply chain. 

Career Skills Training

  • Application deadline: November 27, 2023
  • Eligible entities in District: nonprofit organizations.
  • The goals of the Career Skills Training Program are to promote the collaboration between labor organizations and industry to attract, train, and employ workers’ enhances existing programs for replication; and creates a diverse, skilled, and credentialed workforce that is positioned to install energy technologies to buildings.

U.S. Department of the Interior

Small Surface Water and Groundwater Storage Projects

  • Application deadline: November 30, 2023
  • Eligible entities in District: county governments, nonprofit organizations with 501(c)(3) status, city governments, public and state controlled institutions of higher education.
  • The program provides funding for small surface water storage and groundwater storage projects. Surface water and groundwater storage are essential tools in stretching the limited water supplies in the Western United States. Water storage projects enhance and make more reliable municipal and irrigation water supplies as well as provide opportunities to enhance groundwater management abilities and to provide water quality improvements and ecosystem benefits. These projects will provide Western communities with new sources of water and increase water management flexibility, making water supply more reliable.
