Weekly Wrap-Up

Week 47 (November 16)

The House is back in session and continuing to fight for the American people. This week Congress began preparing for the next legislative year and the incoming Biden Administration.

With millions out of work and over 250,000 deaths due to COVID-19, Americans need help. Congressman Correa and his colleagues remain committed to protecting American lives and livelihoods. 

This week, the House passed over 55 bills including the National Apprenticeship Act of 2020, which will expand economic opportunity by creating over one million apprenticeships over the next five years and investing $3.5 billion in the apprenticeship workforce.

This week, the House passed:

H.R. 1964 – Lumbee Tribe of North Carolina Recognition Act (Rep. Butterfield – Natural Resources)

  • This bill amends existing law to extend federal recognition to the Lumbee Tribe of North Carolina, to authorize its members to be eligible for services and benefits, and to authorize the Tribe to have land taken into trust.

H.R. 6237 – Proper and Reimbursed Care for Native Veterans Act, as amended (Rep. Gallego – Natural Resources)

  • This bill clarifies that the Veterans Health Administration (VHA) is responsible for reimbursing not only direct care to AI/AN veterans provided by a Tribe or the Indian Health Service (IHS), but also specialty and contract care provided through a referral by a Tribe or IHS. Reimbursing IHS and Tribes for such care is absolutely vital in making sure AI/AN Veterans have timely, affordable access to the care they need.

S. 327 – Wounded Veterans Recreation Act (Sen. Shaheen – Natural Resources)

  • This bill instructs the Department of the Interior and the Department of Agriculture to make the National Parks and Federal Recreational Lands Pass available, without charge and for the lifetime of the passholder, to any veteran who has been found to have a compensable or noncompensable service-connected disability

S. 1069 – Digital Coast Act, as amended (Sen. Baldwin – Natural Resources)

  • This bill authorizes the Digital Coast partnership, a constituent-driven program led by the National Oceanic and Atmospheric Administration (NOAA) to provide a digital information platform that integrates coastal data with decision-support tools and training to inform local, state, regional, and federal decision making.

S. 910 – National Sea Grant College Program Amendments Act of 2020, as amended (Sen. Wicker – Natural Resources)

  • This bill reauthorizes and revises the National Sea Grant College Program, an applied science program run through universities in coastal states and territories that focuses on management and conservation of ocean and Great Lakes resources.

S. 3587 – Department of Veterans Affairs Website Accessibility Act of 2019 (Sen. Casey – Veterans’ Affairs)

  • This bill directs the Department of Veterans Affairs (VA) to report to Congress regarding the accessibility of VA websites (including attached files and web-based applications) to individuals with disabilities. The report shall identify websites, files, and applications that are not accessible to such individuals and include the VA's plan to make each of them accessible.

S. 900 – To designate the community-based outpatient clinic of the Department of Veterans Affairs in Bozeman, Montana, as the "Travis W. Atkins Department of Veterans Affairs Clinic," as amended (Sen. Daines – Veterans’ Affairs)

  • This bill designates the community-based outpatient clinic of the Department of Veterans Affairs in Bozeman, Montana, as the “Travis W. Atkins Department of Veterans Affairs Clinic” or the “Travis W. Atkins VA Clinic.”

S. 3147 – Improving Safety and Security for Veterans Act of 2019 (Sen. Manchin – Veterans’ Affairs)  

  • This bill requires the Department of Veterans Affairs (VA) to report on the policies and procedures relating to patient safety and quality of care, and the steps VA has taken to improve such care at VA medical centers. After any investigation or trial concludes, VA must also report on the events involving deaths that occurred at the Louis A. Johnson VA Medical Center in Clarksburg, West Virginia, and the actions the VA has taken to prevent any similar reoccurrence.

H.R. 4499 – NIMHD Research Endowment Revitalization Act Of 2020, As Amended (Rep. Barragan – Energy And Commerce)

  • This Bill Authorizes The National Institute On Minority Health And Health Disparities To Facilitate Research On Minority Health Disparities Through Research Endowments At Current Or Former Centers Of Excellence.

H.R. 5668 – MODERN Labeling Act Of 2020 (Rep. Matsui – Energy And Commerce)

  • This Bill Gives Additional Authority To The Food And Drug Administration (FDA) To Require Modifications Of Outdated Labeling For Certain Generic Drugs. The Bill Would Require FDA To Report Any Actions Taken Under This New Authority To Update Labeling For Covered Drugs, Including The Number Of Drugs, Description Of The Changes And The Rationale, As Well As Any FDA Recommendation(S) To Modify The Program

H.R. 4712 – Fairness In Orphan Drug Exclusivity Act, As Amended (Rep. Dean – Energy And Commerce)

  • This Bill Updates The Orphan Drug Act To Require Drug Manufacturers Seeking Orphan Drug Designations To Demonstrate The Absence Of Any Reasonable Expectation That The Costs They Incur In Developing And Making Those Drugs Available In The United States For Such Disease Or Condition. The Bill Directs The Food And Drug Administration (FDA) And The Drug Manufacturer To Take Into Consideration The Sales Of All Drugs For The Rare Disease Or Condition Developed By The Same Manufacturer As Well As All Drugs Containing The Same Active Moiety When Making This Determination.

H.R. 2466 – State Opioid Response Grant Authorization Act Of 2020 (Rep. Trone – Energy And Commerce)

  • This Bill Authorizes The Substance Abuse And Mental Health Services Administration (SAMHSA) State Opioid Response Grants Program To Align With The Grant Authority Provided Through The 21st Century Cures Act.  The Grant Program Is Authorized Through FY 2026.

H.R. 2281 – Easy MAT For Opioid Addiction Act, As Amended (Rep. Ruiz – Energy And Commerce)

  • This Bill Would Require The Drug Enforcement Agency (DEA) To Revise Regulations Within 180 Days Of Enactment To Allow A Practitioner To Dispense Up To A Three-Day Supply Of Narcotic Drugs To An Individual For The Purpose Of Maintenance Or Detoxification Treatment At One Time. This Practice Is Intended To Relieve Potential Acute Withdrawal Symptoms While The Individual Awaits Arrangements For Narcotic Treatment. Currently, Practitioners Are Only Authorized To Provide A One-Day Supply Of Such Drugs.

H.R. 2117 – FASTER Act Of 2020 (Rep. Matsui – Energy And Commerce)

  • This Bill Would Require The Centers For Disease Control And Prevention (CDC) To Expand The Collection Of Information As To The Prevalence Of Food Allergies For Specific Allergens And To Include That Information In Reports To Congress. The Bill Would Also Amend The Federal Food, Drug, And Cosmetic Act (FFDCA) To Include Sesame As A Major Allergen And Allow The Food And Drug Administration (FDA), Through Regulation, To Add Other Food Ingredients As Major Allergens Based On The Prevalence And Severity Of Allergic Reactions To The Food Ingredient. Additionally, The Bill Would Require FDA To Include Patient Experience Data On Treatments For Patients With Food Allergies In Its Reports On Patient Experience Data.

H.R. 5855 – Bipartisan Solution To Cyclical Violence Act Of 2020, As Amended (Rep. Ruppersberger – Energy And Commerce)

  • This Legislation Would Create A Grant Program At The Department Of Health And Human Services (HHS) To Support Trauma Centers With Violence Intervention And Violence Prevention Programs. Program Support Would Be Provided To Conduct Research To Reduce The Incidence Of Re-Injury And Re-Incarceration Caused By Intentional Violent Trauma. 

H.R. 3878 – Block, Report, And Suspend Shipments Act Of 2020, As Amended (Rep. McKinley – Energy And Commerce)

  • This Bill Would Create Additional Requirements For Drug Manufacturers And Distributors Who Discover A Suspicious Order For Controlled Substances. In Addition To Reporting A Suspicious Order Of Controlled Substances To The Drug Enforcement Administration (DEA), A Manufacturer Or Distributor Must Also Exercise Due Diligence, Decline To Fill The Order Or Series Of Orders, Notify The DEA Of Each Suspicious Order Or Series Or Orders And The Indicators That Led To The Belief That Filling Such Orders Would Be A Violation. These Requirements Would Become Effective Six Months Following Enactment.

H.R. 4806 – DEBAR Act Of 2020, As Amended (Rep. Latta – Energy And Commerce)

  • This Bill Would Amend The Controlled Substances Act To Allow The Attorney General To Prohibit Any Registrant From Manufacturing, Distributing, Or Dispensing A Controlled Substance Or A List I Chemical If That Registrant Meets Or Has Met Any Of The Conditions For Suspension Or Revocation Of Registration Under Subsection (A) Of The Act, Or Has A History Of Prior Suspension Or Revocations.

H.R. 4812 – Ensuring Compliance Against Drug Diversion Act Of 2020, As Amended (Rep. Griffith – Energy And Commerce)

  • This Bill Terminates The Controlled Substance Registration Of Any Registrant If The Registrant Dies, Ceases Legal Existence, Discontinues Business Or Professional Practice, Or Surrenders Registration. A Registrant Who Ceases Legal Existence Or Discontinues Business Is Required To Notify Drug Enforcement Administration (DEA). Registrants Must Receive Written Consent From DEA In Order To Assign Or Transfer A Registration. Registrants Are Also Required To Return Certain Documentation If A Registrant’s Work Is Discontinued.

H.R. 6096 – READI Act Of 2020, As Amended (Rep. McNerney – Energy And Commerce)

  • This Bill Amends The Warning, Alert, And Response Network Act To Include Emergency Alerts From FEMA As A Type Of Alert That Subscribers Of Mobile Service May Not Block From Their Devices And Directs The FCC To Adopt Regulations To Facilitate Coordination With State Emergency Communications Committees (SECCs) Over Alerts Issued Under The Early Alert System.   

H.R. 6624 – USA Telecommunications Act (Rep. Pallone – Energy And Commerce)

  • This Bill Creates A New Grant Program Through The National Telecommunications And Information Administration (NTIA).  The New Program Would, Among Other Things, Promote Technology That Will Enhance Competitiveness In The Supply Chains Of Open Radio Access Networks (Open RAN) 5G Networks.

H.R. 7310 – Spectrum IT Modernization Act Of 2020 (Rep. Doyle – Energy And Commerce)

  • This Bill Requires NTIA, In Consultation With The Policy And Plans Steering Group, To Submit To Congress A Report On Its Plans To Modernize Agency Information Technology Systems Relating To Managing The Use Of Federal Spectrum.

H.R. 2610 – Fraud And Scam Reduction Act, As Amended (Rep. Blunt Rochester – Energy And Commerce

  • This Bill Establishes A Senior Scams Prevention Advisory Group At The FTC To Improve Educational Materials On Senior Scams; Establishes An Advisory Office For Senior Scams At The FTC; Requires An FTC Report On Seniors Scams; Requires An FTC Report On Scams Targeted At Indian Tribes And Members Of Indian Tribes; And Requires An FTC Report On Collaboration Between The FTC And State AGs Regarding Scam Enforcement.

H.R. 6435 – Combating Pandemic Scams Act Of 2020, As Amended (Rep. Carter (GA) – Energy And Commerce)

  • This Bill Requires The FTC To Inform The Public About Scams Related To COVID-19, Disseminate Information On Reporting COVID-19 Scams, And Establish A National Database For Such Information.

H.R. 8121 – Pandemic Effects On Home Safety And Tourism Act (Rep. Cardenas – Energy And Commerce)

  • This Bill Requires The CPSC To Study And Report To Congress On The Effects Of The COVID–19 Pandemic On Injuries And Deaths Associated With Consumer Products And Directs The Department Of Commerce To Conduct A Study And Report To Congress On The Effects Of The COVID–19 Pandemic On Travel And Tourism In The U.S.

H.R 2914 – Housing Survivors Of Major Disaster Act, As Amended (Rep. Espaillat – Transportation And Infrastructure)

  • This Bill Broadens The Array Of Possible Proof Of Residence Documents Required By The Federal Emergency Management Agency (FEMA) For Applicants For Its Individuals And Households Program And Prohibits FEMA From Requiring The Notarization Of Disaster Housing Assistance Applications.

H.R. 8408 – Aircraft Certification Reform And Accountability Act, As Amended (Rep. DeFazio – Transportation And Infrastructure)

  • This Bill Improves Aviation Safety By Reforming The Federal Aviation Administration (FAA) Aircraft Certification Process, Ensures The FAA And Aircraft Manufacturers Develop And Maintain Robust Safety Cultures, Establishes Enhanced Safety Requirements Related To The Design Of New Aircraft, Engines, Propellers, And Appliances, As Well As Enhanced Requirements For The FAA’s Processes For Certifying New Designs As Safe, And Addresses Issues Identified Related To International Pilot Training, Human Factors, And Automation In The Cockpit.

  • This Bill Modifies The Federal Cost Share Of Certain Assistance Provided Under The Robert T. Stafford Disaster Relief And Emergency Assistance Act And Modifies The Activities Eligible For Assistance Under The Emergency Declaration Issued By The President On March 13, 2020, Relating To COVID-19.

H.R. 4611 – Ocean Pollution Reduction Act II, As Amended (Rep. Peters – Transportation And Infrastructure)

S. 1869 – Secure Federal LEASEs Act, As Amended (Sen. Peters – Transportation And Infrastructure)

  • This Bill Requires Entities Entering Into Lease Agreements With The Federal Government For High-Security Space To Identify Ownership Information Of The Property And Requires Federal Lessees To Include Provisions In High-Security Leases Limiting Access To Property Owners Except When Allowed By Federal Tenants.

H.R. 5953 – Preventing Disaster Revictimization Act, As Amended (Rep. Graves (MO) – Transportation And Infrastructure)

  • This Bill Requires The Administrator Of The Federal Emergency Management Agency To Waive Certain Debts Owed To The United States Related To Covered Assistance Provided To An Individual Or Household. 

H.R. 4358 – Preliminary Damage Assessment Improvement Act Of 2020 (Rep. Katko – Transportation And Infrastructure)

  • This Bill Directs The Administrator Of The Federal Emergency Management Agency To Submit To Congress A Report On The Preliminary Damage Assessment (PDA) Process And To Establish A Consistent Training Program For FEMA Personnel Involved In The PDA Process.

H.Res. 1033 – Condemning acts by the People’s Republic of China and the Government of the Hong Kong Special Administrative Region that violate fundamental rights and freedoms of Hong Kong residents as well as acts that undermine Hong Kong’s high degree of autonomy, as amended (Rep.   • The resolution condemns acts by the People's Republic of China and the Government of the Hong Kong Special Administrative Region that violate fundamental rights and freedoms of Hong Kong residents as well as acts that undermine Hong Kong's high degree of autonomy. 

H.Res. 697 – A resolution affirming the significance of the advocacy for genuine autonomy for Tibetans in the People’s Republic of China and the work His Holiness the 14th Dalai lama has done to promote global peace, harmony, and understanding, as amended (Rep. Yoho – Foreign Affairs)

  • This resolution affirms the cultural and religious significance of genuine autonomy for the Tibetan people, urges the swift enactment of the Tibetan Policy and Support Act of 2019, encourages the further implementation of the Reciprocal Access to Tibet Act of 2018 (P.L. 115-330), and encourages continued bipartisan engagement with leaders of the Tibetan people.  

H.R. 6334 – Securing America from Epidemics Act, as amended (Rep. Bera – Foreign Affairs)

  • This legislation authorizes U.S. participation in the Coalition for Epidemic Preparedness Initiatives, which is seeking to develop, produce, and distribute vaccines for emerging infectious disease, including COVID-19.

H.Res. 349 – Reaffirming the vital role of the United States-Japan alliance in promoting peace, stability, and prosperity in the Indo-Pacific region and beyond, as amended (Rep. Castro – Foreign Affairs)

  • This resolution reaffirms the role of the U.S.-Japan alliance in promoting peace, stability, and prosperity in the Indo-Pacific region and beyond, and calls for continued cooperation between the two governments in addressing global challenges that threaten the security of people everywhere in the “Reiwa” era of Japan.

H.Res. 809 – Expressing the importance of the United States alliance with the Republic of Korea and the contributions of Korean Americans in the United States, as amended (Rep. Suozzi – Foreign Affairs)

  • This resolution recognizes the importance of the U.S.-Korea alliance in promoting peace and security in the Indo-Pacific region and calls for the further strengthening of ties between the two countries. 

H.Res. 1012 – Resolution Recognizing the historic transformation of the United States-Republic of Korea alliance since the Korean War into a mutually beneficial, global partnership, as amended (Rep. Bera – Foreign Affairs) 

  • This resolution underscores the crucial role of the U.S.-Korea alliance in ensuring peace and stability in Asia and around the world, encourages continued close cooperation on issues in the Indo-Pacific as well as collaboration on medical and scientific and research, and urges both countries to prioritize ongoing Special Measures Agreement negotiations and to reach mutually agreeable terms.  

H.R. 4644 – Libya Stabilization Act, as amended (Rep. Deutch – Foreign Affairs)

  • This bill sanctions actors outside of Libya who fuel the growth of the country’s civil conflict or are perpetrators of human rights abuses.  It also supports U.S. assistance for humanitarian relief, strengthening democratic governance, building a more peaceful future for Libya, and ensuring the security of the U.S. and our allies.

H.Res. 1062 – Affirming the nature and importance of the United States-Iraq bilateral relationship, including security and economic components of the relationship, as amended (Rep. Allred – Foreign Affairs)

  • This resolution expresses support for a sovereign, democratic Iraq, emphasizes the importance of the U.S.-Iraq relationship, and calls on Iraq to take all appropriate action to protect U.S. diplomats and servicemembers. It also highlights the need to address the humanitarian challenges facing Iraq including COVID-19, internal displacement, violence against minority religious and ethnic groups, and recovery of communities impacted by the counter-ISIS campaign.  

H.R. 7990 – FENTANYL Results Act, as amended (Rep. Trone – Foreign Affairs)

  • This legislation helps to combat the international trafficking of fentanyl, similar synthetic drugs, and new psychoactive substances, including by increasing collaboration with the international community via shared anti-trafficking initiatives and capacity building measures.

H.R. 7276 – Desert Locust Control Act, as amended (Rep. Smith (NJ) – Foreign Affairs)

  • This bill establishes an interagency working group to coordinate and support a U.S. response to the locust outbreak threatening food security and livelihoods in the Horn of Africa.

H.R. 5586 – Haiti Development, Accountability, and Institutional Transparency Initiative Act, as amended (Rep. Jeffries – Foreign Affairs)

  • This bill requires the State Department to provide: 1) an assessment of the La Saline Massacre that took place on November 13, 2018; and 2) an all-encompassing report that includes strategies and assessments of State Department and USAID initiatives and partnerships with the Haitian government on human rights, freedom of the press and assembly, and anti-corruption efforts, as well as actions to support post-earthquake and post-hurricane recovery and development.

H.R. 7703 – Caribbean Basin Security Initiative Authorization Act, as amended (Rep. Espaillat – Foreign Affairs)

  • This bill formally authorizes the Caribbean Basin Security Initiative (CBSI) which was established by the Obama Administration in 2009. The CBSI is a holistic approach that increases engagement between the U.S. and its allies in the Caribbean to counter trafficking, reduce rates of violent crime, and invest in prevention.

H.Res. 672 – Expressing support of the Three Seas Initiative in its efforts to increase energy independence and infrastructure connectivity thereby strengthening the United States and European national security, as amended (Rep. Kaptur – Foreign Affairs)

  • This resolution expresses support for efforts by central and eastern European nations to increase energy independence and infrastructure connectivity in the region.  It encourages joint financing projects in energy, infrastructure, and digital communications; reaffirms the President’s Build Act of 2018 authority to provide U.S. financing; encourages the initiative to be opened to non-EU member states such as Ukraine, Moldova, and countries in the Western Balkans; and strongly condemns Russian efforts to weaponize energy as a means to undermine liberty and democracy in Europe.

H.Res. 1145 – Condemning the poisoning of Russian opposition leader Alexei Navalny and calling for a robust United States and international response, as amended (Rep. McGovern – Foreign Affairs)

  • This resolution condemns the August 20, 2020, poisoning of Alexei Navalny, a well-known anticorruption activist in Russia, as well as the deaths of numerous Russian journalists, human rights activists, politicians, and whistleblowers in Russia and overseas since 2006.  It calls for an investigation by the Organization for the Prohibition of Chemical Weapons and supports sanctions against those found to have committed or organized the attack.

H.R. 8259 – To prohibit Russian participation in the G7, and for other purposes, as amended (Rep. Meeks – Foreign Affairs)

  • This bill would prohibit the United States from facilitating Russian participation in the G7 or a reconstituted G8 unless Russia has ceased all interference in U.S. and allied elections; ended its occupation of Crimea, South Ossetia, and Abkhazia; and withdrawn its forces from Transnistria. It also requires a report to Congress on Russian linkages to Afghan militants and any efforts by Russia to kill or endanger U.S. and NATO forces in Afghanistan.

H.Res. 825 – A resolution urging the United States to continue to be a leader in supporting the Treaty on the Nonproliferation of Nuclear Weapons (NPT) and the global nonproliferation regime to reap the benefits the NPT and such regime bring to United States and international security, as amended (Rep. Sherman – Foreign Affairs)

  • This resolution recognizes the NPT as an important mechanism for preventing the spread of nuclear weapons, further reducing the number of nuclear weapons, and promoting the peaceful uses of nuclear energy.  It reaffirms the United States’ commitment to be a leader in nonproliferation matters, encourages all states to declare and implement moratoria on the production of fissile material for use in nuclear weapons, discourages additional capacity to enrich uranium beyond what is necessary to fuel civilian nuclear reactors, and discourages reprocessing spent nuclear fuel.  

H.R. 4636 – PLASTICS Act, as amended (Rep. McCaul – Foreign Affairs)

  • This bill calls on the State Department and USAID to lead an effort to address the global problem of ocean-borne plastic waste and other pollution debris, including improved plastic waste cleanup, waste management and recycling.

H.R. 8405 – American Values and Security in International Athletics Act (Rep. McCaul – Foreign Affairs)

  • This bill requires the Secretary of State to devise and implement a strategy for disseminating to American athletes participating in international competitions briefing materials on human rights concerns and digital privacy and security risks individuals may face in specific host countries.  

H.R. 8438 – Belarus Democracy, Human Rights, and Sovereignty Act of 2020, as amended (Rep. Smith (NJ) – Foreign Affairs)

  • This bill amends the 2004 Belarus Democracy Act to reauthorize sanctions on those complicit in the crackdown on fundamental freedoms of Belarusians by Alyaksandr Lukashenka during and after the August 9, 2020 election. It also reauthorizes assistance measures and authorizes additional assistance to, among other things, counter internet censorship; support the work of women activists; support political refugees fleeing Belarus; support the investigating of the human rights abuses in Belarus; and support the public health response to COVID-19. 

H.R. 5408 – Ukraine Religious Freedom Support Act, as amended (Rep. Wilson (SC) – Foreign Affairs)

  • This bill highlights the egregious violations of human rights committed by Russia and the non-state armed groups it controls in the sovereign territory of Ukraine, and makes it the policy of the United States to consider these abuses when making a determination of whether to designate Russia as a country of particular concern under the International Religious Freedom Act of 1998. 

H.R. 4802 – To amend the State Department Basic Authorities Act of 1956 to authorize rewards under the Department of State’s reward program relating to information regarding individuals or entities engaged in activities in contravention of United States or United Nations sanctions, and for other purposes (Rep. Wilson (SC) – Foreign Affairs)

  • This legislation expands the Department of State’s Rewards for Justice Program in order to authorize rewards for individuals who provide information on U.S. and UN sanctions evaders.   • This bill provides continued funding for the Tropical Forest and Coral Reef Conservation Act for fiscal years 2021-2025. This offers eligible developing countries the option to redirect a portion of their debt payments to local forest and coral reef conservation activities instead of making payments to the U.S. government.

  • This Bill Will Expand Access To High-Quality Registered Apprenticeship, Youth Apprenticeship And Pre-Apprenticeship Programs.  The Investments In The National Apprenticeship Act Of 2020 Would Provide For Nearly 1 Million New Apprenticeship Opportunities On Top Of The Current Expected Growth Of The Apprenticeship System And Would Provide $10.6 Billion Net Benefit To Taxpayers.
